act runner

Act runner is a runner for Forges supports Github Actions protocol.

Rigister

create a new file as name .env

GITEA_RUNNER_NAME=foobar
GITEA_RUNNER_URL=http://localhost:3000/foo/bar
GITEA_RUNNER_TOKEN=1234567890abcde
GITEA_RUNNER_LABELS=foo,bar
