feat: implement 'rewrite' storage middleware
This allows to rewrite 'URLFor' of the storage driver to use a specific
host/trim the base path.

It is different from the 'redirect' middleware, as it still calls the
storage driver URLFor.

For example, with Azure storage provider, this allows to transform the
SAS Azure Blob Storage URL into the URL compatible with Azure Front
Door.

a2afe23f38 add concurrency limits for tag lookup and untag
Harbor is using the distribution for it's (harbor-registry) registry component.
The harbor GC will call into the registry to delete the manifest, which in turn
then does a lookup for all tags that reference the deleted manifest.
To find the tag references, the registry will iterate every tag in the repository
and read it's link file to check if it matches the deleted manifest (i.e. to see
if uses the same sha256 digest). So, the more tags in repository, the worse the
performance will be (as there will be more s3 API calls occurring for the tag
directory lookups and tag file reads).

Therefore, we can use concurrent lookup and untag to optimize performance as described in https://github.com/goharbor/harbor/issues/12948.

P.S. This optimization was originally contributed by @Antiarchitect, now I would like to take it over.

Update Docker Hub README and keep it in sync with this repository.
This commit
* adds a new docs page (`dockerhub.md`) that contains Docker Hub README
* updates the default config that gets backed into the docker image
* updates CI with a new workflow job that keeps Docker Hub README in
  sync with the contents of the `docs/dockerhub.md` file

Remove oss storage driver and alicdn storage driver middleware
This commit removes `oss` storage driver from distribution as well as
`alicdn` storage middleware which only works with the `oss` driver.

There are several reasons for it:
* no real-life expertise among the maintainers
* oss is compatible with S3 API operations required by S3 storage driver

Remove SWIFT storage driver
This commit removes swift storage driver from distribution.
There are several reasons for it:
* no real life expertise among the maintainers
* swift is compatible with S3 API operations required by S3 storage driver

This will also remove depedencies that are also hard to keep up with.

format code with gofumpt
gofumpt (https://github.com/mvdan/gofumpt) provides a supserset of `gofmt` / `go fmt`,
and addresses various formatting issues that linters may be checking for.

We can consider enabling the `gofumpt` linter to verify the formatting in CI, although
not every developer may have it installed, so for now this runs it once to get formatting
in shape.

go.mod: change imports to github.com/distribution/distribution/v3
Go 1.13 and up enforce import paths to be versioned if a project
contains a go.mod and has released v2 or up.

The current v2.x branches (and releases) do not yet have a go.mod,
and therefore are still allowed to be imported with a non-versioned
import path (go modules add a `+incompatible` annotation in that case).

However, now that this project has a `go.mod` file, incompatible
import paths will not be accepted by go modules, and attempting
to use code from this repository will fail.

This patch uses `v3` for the import-paths (not `v2`), because changing
import paths itself is a breaking change, which means that  the
next release should increment the "major" version to comply with
SemVer (as go modules dictate).

d66208108d cmd/digest: import crypto algorithms
the digest cli does not work if we do not import this two packages,
tested in go1.9. basically, we have to make several algorithms to
be available by calling crypto.RegisterHash in init functions.

4c850e7165 Remove tarsum support for digest package
tarsum is not actually used by the registry. Remove support for it.

Convert numerous uses in unit tests to SHA256.

Update docs to remove mentions of tarsums (which were often inaccurate).

Remove tarsum dependency.

0f670bdc91 [api spec] Update authN and authZ errors
Associate HTTP 401s with Authentication errors rather than Authorization
errors. Changes the meaning of the UNAUTHORIZED error to be authentication
specific.

Defines DENIED error code to be associated with authorization
errors which result in HTTP 403 responses.

Add 'No Such Repository' errors to more endpoints.

7835d261d8 Add generic content digest tool
Previously a useful gist, this changeset polishes the original tarsum tool into
a utility that can be used to calculate content digests. Any algorithm from the
digest package is supported with additional support from tarsum.

This tool is very useful for quickly checking backend digests and verifying
correctness.

74080b7225 Provide yes man endpoint for inflexible load balancers
Certain load balancers, such as Amazon's Elastic Load Balancer, have a very
limited notion of health. While a properly configured and operational registry
should always return a 401 when hitting "/v2/", such load balancers cannot be
configured to treat this response code as healthy. This changeset makes "/"
always return a 200 response, unless the health checks have failed.
